Club Constitution
Article 1
The name of this organization shall be:
TARSLC Teenage Republicans of Saint Lucie County

Article 2
Our purpose:
Educate Teenagers about current events and political affairs.
Assist Republican Candidates in their Campaigns
Foster and encourage the activities of the Republican Party and promote its ideals
To bring young people into the Republican Party and to provide an opportunity for them to find political expression and recognition.
To collect, analyze, discuss, and disseminate information concerning political affairs and political philosophy
To provide clean and constructive activities for teenagers to participate in
To improve our community and state and to provide a program for young people interested in Republican Politics
To advise and coordinate the activities of Teenage Republicans
To foster and mentor those who are under 13 and form them into an auxiliary club until such a time as they are eligible to join as voting members

Article 3
Meetings:
Have at least one executive board meeting per every three months by Internet, physical presence, or telephone
Have at least one club activity per each quarter of the calendar year. A club activity is any activity where all of the membership of the TARS is invited.

Article 4
Members:
Only active members shall have voting rights at any club meeting. Active members shall be those who have paid current dues and satisfy requirements in the bylaws. Eligibility for membership begins on a person's 13th birthday and  they may retain their membership until the day of their 20th birthday.
There must be an 80% majority of a quorum of the executive board or a quorum of active members to refuse or annul a membership. A quorum is defined as 25% of the   voting body.
Dues must be paid by December 31 of the current year. The amount of dues is determined by club bylaws. The executive board, for extenuating circumstances, may permit extensions.
A member shall act responsibly and respectfully.
The rights of the active members include electing their executive board, attending and participating in TAR functions, and submitting suggestions to the Chairman for review by the executive board.

Article 5
Officers:
We shall have one Chairman. The Chairman shall be the chief officer of the organization and shall conduct all meetings of the general organization and executive board. He shall make all committee assignments with approval of the executive board and shall be a member ex-officio of all committees. He shall have general supervision over all the organizations programs. The office of Chairman is an elected office and the active members are the voting electorate.
We shall have one Vice Chairman. The Vice Chairman shall, in the case of resignation, disqualification, or absence of the Chairman, perform the duties of the Chairman. He shall be the Chairman's chief assistant, and shall be responsible for such additional duties as may be prescribed for him or her by the executive board. The office of Vice Chairman is an elected office and the active members are the voting electorate.
We shall have one secretary. The secretary shall keep the records and proceedings of the organization. He or she shall be responsible for the minutes of all meetings of the club and Executive Board. He or she shall keep a record of all projects and official actions taken by the club. The office of Secretary is an elected office and the active members are the voting electorate.
We shall have one treasurer. The treasurer shall be responsible for the funds of the club and shall keep a record of its receipts and expenditures. He or she shall submit an annual report in writing to the annual meeting each year. The office of Treasurer is an elected office and the active members are the voting electorate.
Other officers will be nominated by the Chairman to the executive board and require an 80% majority of a quorum of the executive board to be approved.
The previously listed officers in Article 5 and the Chairmen of all of the committees form the executive board.
The chain of command is as follows: Chairman, Vice-Chairman, Secretary, Treasurer, any officers appointed by the executive board, and Chairmen of the committees in order of their rank determined by the executive board.
An officer may be impeached for wrongdoing or abuse of power by an 80% majority vote of a quorum of the active members.

Article 6 of the Constitution
Election of officers shall take place in the winter, before December 31, and new officers shall take office on May 1 the following year.
Election of officers shall take place using a secret ballot.  The election of Chairman shall take place first. The defeated candidate is now free to step down and run for any lower office in  the chain of command. Officers are elected in the order of the chain of command.
The executive board shall fill vacancies in any office.

Article 7
The executive board has the right to create and absolve all committees.

Article 8
The executive board shall conduct the affairs of the club between regular meetings. The members of the executive board shall be elected officers and the Chairmen of the standing committees.
Meetings of the executive board may be called by the Chairman or by a majority of the members of the executive board.


Article 9
Bylaws:
Adoption of bylaws or amendments to the bylaws shall be made at any regular meeting or the annual meeting and shall by a majority of the members present, a quorum having been duly established.

Article 10
The TARS must never campaign for, or openly endorse, any non-Republican candidate or issue. The TARS may campaign for, but not give a written or oral endorsement to any candidates for public office until after the Republican Primary.

 Article 11
This Club shall govern under Robert's Rules of Order, so long as it does not interfere with the club constitution or club bylaw.

Article 12
The constitution may be amended by a 2/3 vote of the delegates at any annual meeting or by a 2/3 vote of the members present at a special meeting called for amending the constitution. All members of the club must receive at least 10 days notice stating the intention to amend the constitution.
